stop the destruction of Hemsby Dunes
We the undesigned, petition Norfolk County Council to
work as a stakeholder and lead authority to stop the proposed removal of rock armour sea defences and hexi block sea defences at Hemsby beach

The rash and hasty conclusions in the various meetings held by the so-called stakeholder group need to be publicly challenged

The residents of the affected areas have not been included in any of these so-called Stakeholder meetings and have received no meaningful help or support which is impacting on the mental health and wellbeing of vulnerable Norfolk residents

We ask for a total Stop notice to be placed on the proposed removal of the said rocks and hexi blocks and works of this nature should be left to be looked at by the new style of local governance that will soon be in place in Norfolk it's too big a call for a bough council that won't be in existence for much longer the cable of councillors and so called stakeholders seem to be acting in self-protection mode the vary rocks that are deemed not to work and are dangerous are allegedly going to be placed at Hemsby Gap where apparently they will work and won't be dangerous and we wonder who will gain financially from this

It's this sort of behaviour that causes anger amongst the residents of Norfolk and especially those of coastal communities

The cabinet at Gybc is playing fast and loose with residents lives and with disruption to a delicate eco system

Let the people of Norfolk vote on such an important issue where else will sea defences be removed Scratby Caister etc etc

Important once in a life time actions like this should be made by the new Norfolk Centric style of Governance not by a cabinet of people with too many self-interests it's undemocratic to say the least

This petition has been reviewed and the following response has been offered:

Norfolk County Council does not have any statutory responsibilities for coastal

management at Hemsby but supports adaptation and resilience measures to help the

community and environment adapt to the changing coastline.

As the Local Authority with statutory responsibility for coastal management, Great

Yarmouth Borough Council continuously monitors this part of the coastline to understand

the impact of erosion and the risks posed to properties on the frontage at Hemsby and

other locations.

As part of managing ongoing erosion at Hemsby, the borough council commissioned an

independent report from internationally respected coastal engineers into the informal sea

defences placed on the beach by residents, as well as the emergency rock berm that

was placed on the beach by the borough council in 2023 to protect the access road.

That road has now been lost to erosion.

The report is publicly available and can be found here. The report provides an overview

of the different items placed on the beach, their effectiveness in preventing or slowing

erosion, any health and safety risks posed by the items and considers alternative safe

beach access points that may be necessary as erosion progresses.

In response to the report, the Borough council, along with the landowner, the Crown

Estate, continuously monitor the items on the beach at Hemsby to assess their impact

on surrounding properties. These informal defences are exacerbating the rate of erosion

in several places, negatively impacting some neighbouring properties, and pose health

and safety risks to the public as they move due to changes to the height of the beach

and the impact of wave action.

At this stage the borough council is not planning to remove any items from the beach,

but as erosion and beach levels changes, there will inevitably come a time when these

items will need to be removed or repurposed to safely manage the risk posed to the

public and prevent worsening the erosion.

Any changes will be considered and made in consultation with the Hemsby stakeholder

group and residents along the frontage.
