Full Review of Speed Hump on B1146 Quebec Road, Dereham
Pause the planned removal of the speed hump installed on the B1146 Quebec Road zebra crossing adjacent to Northgate High School in Dereham so that a full consultation with the local community can be carried out as well as review of options, including potentially lowering the height of the existing speed hump, extending the ramps to make the approaches less steep or leaving the hump as it is.
We do not believe that the complete removal of the speed hump will result in safe crossing that can be used by hundreds of school children every school day, nearby residents and members of the golf club. The inclusion of the speed hump in the first place was clearly identified as being necessary to ensure the zebra crossing could be used safely.
The review needs to include an Equality Impact Assessment as legally required by the Public Sector Equality Duty as well as ensuring that Norfolk County Council's duty of care towards all highway users has been reasonably balanced. This includes a full safety review to determine whether the zebra crossing can operate safely as determined by national guidelines and traffic data.
