Petition in support of parking permits in Caernarvon Road NR2

Several years ago, all surrounding roads were permitted with the exception of Caernarvon Road. As a result, residents have been struggling to park their cars, especially on evenings and weekends where the parking for local businesses and commuters or shoppers overlaps with that of residents. We have been campaigning to have permits installed for the last four years and cllrs Denise Carlow and Paul Nealle have worked tirelessly to remove barriers that have previously prevented this proposal from proceeding. There have also been articles in the local papers about this.

 

Being so close to the finish line, it is frustrating to learn that local businesses have been soliciting objections from people who don't live on Caernarvon Road and aren't impacted by the changes needed. As a community, we wanted to ensure that the opinion of those who actually stand to benefit from this scheme and are regularly impacted by the parking issues is understood and documented.

 

For this reason we wanted the council to get insight into how this change or lack thereof really impacts those who live on the road every day.

 

  1. One resident has had to park on Christchurch Road and walk back with their shopping, two young children and a dog.
  2. On more than one occasion, because non-residents don't appreciate how narrow the top end of the road is, bin lorries have refused to collect rubbish or got stuck on the road.
  3. Carers are not always able to find parking to support local residents.
  4. Residents who have planned work at their properties have had to delay as contractors cannot find parking.
  5. Residents regularly have to park in permitted zones and get up early to move cars.
  6. Local businesses (Elizabeth's Florists, for example) use our road to park during the working day.
  7. 7. Individuals park on our road and then cycle to the city to work.
  8. On Saturdays, individuals frequently using our road to park when heading into the city to shop.
  9. Due to the lack of space, cars frequently park across the driveway for the flats near the top, blocking access.
  10. Residents from surrounding roads use Caernarvon Road to park vehicles they don't wish to pay for permits for.

 

People frequently park overnight, knowing that there are no restrictions forcing them to move their cars early, so while during some parts of the day there is plenty of space on the road, the permits are needed in the times there is not, like leading up to 9am, after 5pm and on Weekends.

 

Ultimately, for anyone who is non-resident, there is no benefit to them to have our road permitted and no significant impact; however the impact to residents is significant so we hope you will use this information to give appropriate consideration to these different groups who oppose and support respectively.

 

We ask that you proceed in implementing permits to Caernarvon Road in the interest of fairness and to the benefit of the local community.

 

The attached is a physical petition where we have canvassed door to door and over a very short time, we have gathered 73 signatures in support of the scheme and this letter.

Now that the statutory publication of the proposals has concluded, a review will be carried out on all the responses received. All road users, not just local residents, are eligible to comment on the proposals and a number of objections were received raising concerns for the School and Nursery at the end of Caernarvon Road. These concerns need to be reviewed to ensure the needs of all road users are addressed.
