Traffic calming measures for Kimberley Street and Oxford Street, NR2,

Vehicles frequently drive too quickly along Kimberley Street and Oxford Street. This is especially dangerous dangerous because;

Both roads are single lanes

The connection between Kimberley Street and Oxford Street is a blind corner

The roads connect with the Unthank Road and the A147 and so are used as a rat-run to avoid traffic on the main roads, increasing traffic volumes

Street parking impedes visibility for pedestrians and, more dangerously, for drivers

These issues combine to create a traffic risk which worsens in winter and which could be easily avoided by the installation of simple traffic calming measures on both Kimberley and Oxford Street.

The installation of traffic calming measures, such as speed bumps, would ensure that drivers reduce their speed to a reasonable level reducing the road risk to pedestrians, children, cyclists, pets and other motorists

The measures would not cause adverse consequences for the flow of traffic due to the short road length affected and reasonable speeds permitted. Such measures are relatively inexpensive, especially when compared to the level of risk

We therefore request that Norfolk County Council install reasonable traffic calming measures on these streets.

Thank you for bringing this matter to our attention.  We acknowledge the frustration that residents can feel when their locality suffers in this way. 

Unfortunately, there is currently no traffic calming programme to fund the measures that you suggest.  The only way that they could be funded would be if the local member agreed to use their £10,000 Local Member Fund (LMF) to pay for the work.  There would still need to be local consultation over the placing of any features, and that can be controversial with concerns over traffic noise and vibration.  Given the likely cost (a minimum of £19,000+) of such a physical traffic calming scheme, other alternative lower cost options could be explored such as temporary speed awareness signs, which highlight to road users the speed at which they are travelling at or remind them of the speed limit.  Again, this would need to be funded from the Local Member Fund but there have been several other requests already this year following engagement with residents in other areas.

We note the concerns about rat running at this location, and unfortunately there are similar reports throughout Norwich and Norfolk.  It can be a complex issue and difficult to achieve the right balance of access and restriction.  Ultimately, the public highway is there for the public to use.  However, there are a number of initiatives that the County Council is leading on such as Transforming Cities, Active Travel and the Bus Service Improvement Plan, which aims to encourage the use of more sustainable travel modes and reduce the amount of traffic on our roads.  In addition, a wider approach to reducing traffic in Norwich has been a key part of our recent consultation on the Transport for Norwich Strategy, the results of which will be analysed and considered in due course.
