Prohibit non-residents of Lionwood Road parking vehicles on grasslands at the junction of Lionwood Road

We the residents of Lionwood Road have signed this petition asking for you "Norfolk County Council" to prohibit non-residents of Lionwood Road parking vehicles on grasslands at the junction of 'Lionwood Road'. 

Norfolk County Council have failed to recognise 'Plumstead Estate' is built upon 'Garden City' suburb principles.

The 'Open spaces' are not as we have been informed "Wasteland" but are, in fact important to the design and lay-out of the estate.

Without the spaces cared for, the estate looks and is run-down and neglected.

These spaces are important for the well being of residents.

This petition has been reviewed and the following response has been offered:

Thank you for bringing this matter to our attention. We acknowledge the frustration that residents can feel when their locality suffers in this way. Verge parking is a widespread issue in areas such as this that were designed before current levels of car ownership.

Unfortunately, there are limited options to help resolve the issue.  Two main options are to:

  1. Seek to introduce a traffic regulation order prohibiting parking on the verge only. Such an order would apply to everyone, including residents, and would be likely to lead to increased parking on the road or neighbouring streets with consequent access issues.  In effect, this would move the same problem onto neighbouring streets;
  2. Seek to introduce a permit parking scheme to restrict parking only to permit holders (which would also prohibit verge parking).  Residents would also have to pay an annual fee for permits.

Both options would require the widespread support of the community before proceeding, which given the impacts on the communities and individuals, may be difficult to achieve. In addition, to implement either option would be expensive and there is no current budget for traffic management schemes of this size.


A third option would be to consider implementing a smaller scheme by introducing a traffic order around the triangle at the southern end and the wide verges close to Plumstead Road using the Local Member Fund.  It is likely that this would consist of double yellow lines which apply to both the road and the verge.  Such a decision would have to wait until after the May election and would depend on the Local Members for the division agreeing this as a priority. Any current parking at these two locations would move to elsewhere along the road, increasing local parking pressures.

As explained above, unfortunately there is no simple, low cost solution to this complex issue, but the Local Highways Area team will raise this issue with the Local Member.
