The Council’s Highways teams have reviewed this location and have confirmed that a 20mph limit would be appropriate on Quebec Road and Wolfe Road, providing that there is sufficient support from the local community including residents.  A wider, formal consultation would need to be conducted with the local community and with other key stakeholders, such as emergency services.  This is required to be able to legally implement a traffic regulation order. 

There is also a need to identify the funding required to implement the speed limit changes, which due to the required legal process, could be around £6,000.  One potential funding source is the Local Member Fund. The cost of the scheme will depend on the extent of the roads covered by the traffic regulation order and what measures are required.  If this can be done without exceeding the local member fund budget, then that would provide a way of funding the speed limit changes.  However, it is for the local member to decide whether to use their fund for this work. 

As highlighted in the previous Cabinet response, the proposed changes should be discussed with your local County Councillor.  Initial discussions with local representatives have recently indicated a level of support for SAM2 (speed awareness message) signage, which would help provide some speed data to inform the need for more widespread permanent measures.
