Reduction of Speed Limit and Double Yellow Lines on Rottenstone Lane, California

ROAD SAFETY IN CALIFORNIA

California Road from Rottenstone Lane into the village is narrow with no footpath for pedestrians.

With developments in the village creating extra traf?c we request that double yellow lines are placed both sides of the road from Rottenstone Lane into the village to prevent obstruction by indiscriminate parking, and a review of the speed limit.

The Parish Council will support this request to Norfolk County Council Highways Dept if there is enough backing by residents.

Further to my meeting with Parish Councillors at the Saturday morning open meeting in February 2019 about road safety in California, I have discussed traf?c problems/potential traf?c problems with residents in California and have received support from all who were approached.

l attach a list of residents supporting improvements in the village, i.e. double yellow lines both sides of the road from Rottenstone Lane into the village and a review of the speed limit, currently at 30mph, suggestions are to 20 mph.

l hope Parish Councillors will support this request and refer to Norfolk County Council Highways department for action sooner rather than later as the holiday season is fast approaching.

This petition has been reviewed and the following response has been offered:

Any changes to speed limits or parking restrictions would have to come with support from the Parish Council.  Reduced funding has meant there is a need to review the number of schemes taken forward. Such schemes are considered using the following circumstances:

 

•           Locations where there are personal injury accident records. These sites are automatically recorded through information collated by the Police. They will quickly confirm whether a request meets the criteria

 

•           There is a change to parking arrangements linked to new developments which may need to fund new restrictions as part of the planning application approval.

 

We would reasonably expect drivers to park/drive considerately and not cause obstructions or impede the passage of others along or off/onto the highway.  Any persons parking or driving illegally would be a matter of enforcement for the police.

 

There are single yellow lines already present along California Road which are time limited. The timing in this instance is 01May-30sept Mon-Sun. What I will do is ensure signage to this effect is in place.
